Job Description:

The Community Services Bureau in the Employment & Human Services Department is offering an excellent employment opportunity in a leadership role as an Assistant Director. Under general direction, the Assistant Director plans, organizes and coordinates the countywide child development programs dedicated to nurturing children 0-5 years old and enhancing the lives of families.

The Assistant Director is responsible for short and long-range planning for Head Start, Early Head Start, and child development programs and provides centralized operational and policy coordination between the Federal Head Start and Early Head Start, and State funded childcare programs and provides coordination of comprehensive services and other program delivery and support. The Assistant Director supervises subordinate Comprehensive Services Managers, Site Supervisors, and other line staff, provides leadership to the programs, and the provision of accurate, timely, and comprehensive information and recommendations to the Employment and Human Services Division Manager for the Community Services Bureau upon which operational and policy decisions are made affecting the programs.

The ideal candidate will have a proven track record demonstrating the following:
•Knowledge and Experience with CA Department of Education Title V, Department of Social Services Title XXII – child development and pre-school programs regulations;
•Program Management Experience
•Leadership and Supervisory abilities

Typical Tasks

Program Management:
•Develop and implement program goals, objectives, policies, procedures, reports, and plans;
•Evaluate Program effectiveness;
•Monitor staff and student attendance accounting procedures and reporting as it relates to the Programs' State and Federal guidelines;
•Monitor center based staff qualifications to ensure compliance with Community Care Licensing.

Instructional Management:
•Administer, review and enforce instructional program standards and requirements;
•Assist staff in selecting and using effective instructional materials, strategies and techniques;
•Approve the selection of instructional materials and equipment;
•Evaluate the effectiveness of the instructional program through periodic visitations and reports;
•Manage operations and supervise staff associated with the daily program operations;
•Review program reports and data to ensure continuous program improvement and quality.

Budget:
•Assist in the development, administration, and monitoring of program budgets;
•Develop funding proposals for new programs and projects as a member of the contract development and grant writing teams.

Supervision:
•Select, train, assign work, schedule, delegate responsibility, and evaluate support staff's performance;
•Develop, monitor, evaluate, and coordinate staff development programs for Head Start, Early Head Start, and Child Development programs;
•Support staff with the development of on-going professional development activities to ensure staff is abreast of requirements.

Facilities:
•Direct development and implementation of long-range facility and equipment plans;
•Coordinate and implement preventive maintenance programs;
•Responsible for ensuring that facilities meet all State Licensing Title XXII and Title V regulations, and Head Start Performance Standards.

Internal and External Relations/Liaison:
•Liaison between Head Start and Child Development programs, interfacing with the Community Services staff and various other public and private entities;
•Establish and maintain professional contacts and relationships with Federal, State, County, and community based agencies.

Decision Making and Problem Solving:
•Recommend policy changes to the EHSD Division Manager in areas such as personnel, fiscal, program, and facilities;
•Assist the EHSD Division Manager in the planning, and coordination of short and long-term goals for the program;
•Perform other related duties.

Job Requirements:

Minimum Qualifications

License Required:  Possession of a Valid California Motor Vehicle Operator's License.
Out of State valid Motor Vehicle Operator's License will be accepted during the application process.

Education:  Possession of a Bachelor's degree from an accredited college or university with a major in Child Development, Early Childhood Education, Human Development, Education Administration, Elementary Education, or a closely related field.

Permit Required:  Possession of a valid Program Director's Permit issued by the California Commission on Teacher Credentialing and Licensing.

Experience:  Five (5) years of full-time or its equivalent experience, working for a Federally or State funded Child Development or Head Start Program which must have included administrative and supervisory responsibilities.
