The Community Action Council of Howard County (CAC) is Howard County’s designated anti-poverty organization. We resolve to meet our community’s needs quickly, strategically, thoughtfully, and always with compassion. We strive to actualize opportunities within reach of the families we serve. By layering our four critical services of housing assistance, food assistance, energy and weatherization assistance, and early childhood education, we guide a family from crisis to stability and ultimately to self-sufficiency. This can help create a pathway through and out of poverty or just provide a hand up when one is needed. No matter who seeks our services or why, our priority is always Howard County families’ long-term stability.

FOOD ASSISTANCE CAC operates the Howard County Food Bank and sponsors over a dozen partner pantries throughout the county. The Howard County Food Bank was one of the first in the country to establish a shopping model identical to navigating a grocery store. This restores dignity and choice to the families we serve. Clients may choose fresh, healthy, and varied food items: sourced from local farms and grocery stores, and from our own community garden.
ENERGY AND WEATHERIZATION ASSISTANCE CAC provides energy assistance, assisting households in imminent danger of losing gas, electric, or water with monetary support to sustain household utilities. CAC provides income-eligible homeowners and renters with weatherization assistance, making their homes more energy efficient and lowering electric bills.
HOUSING ASSISTANCE CAC offers housing assistance and eviction prevention to Howard County families who have fallen behind on their rent. Assistance includes eviction prevention, first month’s rent, One Month’s Rent, and assistance with other housing emergencies. CAC’s Housing Assistance aims to keep families in their home well before being evicted.
EARLY CHILDHOOD EDUCATION CAC provides full-day, full-year Head Start and pre-K programming to income-eligible families who reside in Howard County. Head Start was created in 1965 to mitigate the academic, cognitive, social-emotional, and physical health challenges often experienced by children growing up in poverty. CAC’s ECE Program levels the playing field, and students enter Howard County Public Schools kindergarten ready when compared to their non-Head Start peers. The ECE Program serves 362 children and their families annually.
